Error while changing payment method

I tried to change payment method in Apple Id settings (on PC) and got an error "Не удалось обновить платежную информацию" (Could not update billing information).

contact iTunes Support. Either use the form or scroll to the bottom of the page in the 2nd link. Follow through the screens to get a chat or telephone option.
