If you are using IOS 12, I read a post several days ago where someone posted they had talked to Apple Support about this and were told it is a known bug that Apple is trying to correct. If you click Cancel, does the window go away? You can also try signing out of iCloud and back in which has worked for some people.

I see that you're being asked to provide the password to an Apple ID that belongs to your brother. I'm happy to help.
Sign out of iCloud on your iPhone, iPad, iPod touch, Apple TV, or Mac -- You can have your brother sign out of his Apple ID on your iPhone in person. Or, he can reset the password of his Apple ID and provide it to you to sign out, then change the password back again once that's completed.
