Apple Watch 4 A1976 connectivity in Europe

If I bought Apple Watch 4 A1975/1976 and not the A2007/2008 will I be able to use its cellular connectivity in Europe?

If I bought Apple Watch 4 A2007/2008 and not the A1975/A1976 will I be able to use its cellular connectivity in US?

The question is not about the roaming. The question is if I buy the watch in US would cellular functionality be working on it if I bring it to Europe and use it with esim from European operator? The other way round - if I buy the watch in lets say London would I be able to connect it to US network when I move there for few years using esim code from US operator?
