Redownload unavailable - family sharing problem

Hello, I have had a problem with family sharing throughout the time that I have had an Apple Id (over 4 years now). I am part of a family sharing with my husband. When I try and download an app that my husband has bought, this error message appears:

  1. App sharing is enabled in our family group.
  2. The apps were not refunded or canceled. My husband can still download them.
  3. Even trying to download free apps that he has downloaded will prompt this message to appear.
  4. Most fixes mention the need to sign out and sign in to my Apple Id or various fixes of similar natures. I have tried that and it doesn't work.
  5. In addition to this... I also have had multiple phones and an Ipad and the problem consistently appears with my Apple ID across each device.

iPad (6th gen) Wi-Fi, iOS 12.1, Also apparent on the 6S Plus
