For those whom have touch screen unresponsive issue with iOS 12.1.....
Goto Setting -> General -> Accessibility -> Touch Accommodations, Turn on Touch Accommodations. Leave everything else in the options alone.

Are you using a screen protector on that iPad Pro?
The new 3rd generation iPad Pro models with the new liquid retina displays do not like screen protectors, of any kind, put on the screen.
Touch response is very poor with any screen protector on these new iPad Pros.
Appreciate your feedback. However toggling ON Assistive Touch shows the home button on the screen, which I dislike. So no option for me.

I am having the same issues now. Seems like scrolling either on youtube or safari is hanging/unresponsive. I am dropping by the apple store tomorrow to have it checked. what seems to be the problem?
I believe that a non-glass, film protector may work. But I haven't tried one.
Yes. I have a Zagg Glass+ screen protector on it.

How cow, immediately everything feels as it should! Apple Pencil feels far better than it has in months also. Someone needs to bug Apple about this.
Can you explain how the case solved your touch problems.
I thought taking off my glass screen saver from my iPad Pro 11 solved my problem. NOT! After two moths the unresponsiveness has risen its ugly head again.
I'm installing right now to check, but restarting has fixed it temporarily before, so I'm not very confident that the update actually fixes anything...
I installed iOS 12.2 also and so far it is working great! I hope it continues.
Do you have a glass screen protector on that iPad?
I tried this. It did not work for me. Still having touch unresponsive issues.
