I have a new iphone 8. Purchased in an Apple store. Trying to backup on my PC. Goes well until step 6, when I get a message saying cannot backup iphone because it is being restored from icloud. Went to Setting icloud but could not identify anything that indicates there is a restore in progress. Thanks

Got distracted. Thank you for the reply. I have restarted it a couple of times and went to settings and turn off iCloud backup and iCloud drive.(don't know what that is) I don't see anything that indicates that there is a backup in progress.
Are you getting the message that the phone is being restored from iCloud or that it is backing up with iCloud? Either way, if one or the other was actually taking place, you would/should see it in the screen that I described in my first post. It will be under iCloud Backup.
Did you look in Settings>Your Name>iCloud>iCloud Backup? You will see the restore progress in there of the phone is restoring from iCloud.
If you don’t see proof of the restore, have you tried restarting everything?
Backup to PC fails.
