MacBook Air 2011 High Sierra 10.13.6 Security update restart issue

I have High Sierra version 10.13.6 on my MacBook Air (2011).

I keep getting notification to restart my laptop for the security update 2018-003 10.13.6 and yet every time that I try to restart to install the security update, the laptop doesn't 'shut down' and just hangs on a blue/black screen forever till I just force shut down.

Everything is working fine, it's just that I keep getting notification to install the security update but I'm unable to. Any suggestions?

After shut down, try holding SHIFT key on start up.
