Apple TV 4th: frozen network screen can can’t move to settings.
Get this and remote won’t let me change anything. Rest Apple TV and same screen pops up. Repaired remote and nothing

That is not a screenshot from an Apple TV (4th generation), but earlier model and software, probably 3rd generation.

Try to unlink and link again, instead of only the latter step.
Try with a new battery.
Try a different (borrowed) remote, in case this one is broken somehow.
Try a new remote.
