I am trying to attach a picture in the mail app, but the "Add Image or Video" option does not come up on my phone.

So when you are using the photos app, if you select a photo that you want to email, you do not see the Mail icon like in this screenshot?
If you don’t see that, do you have some sort of profile on your phone or are you restricting the use of the camera in Screentime? Is your phone company Owned?
If none of that applies, try force restarting your phone. You will not lose any data. This is like rebooting a computer.
Locations is for File in the Files app such as Pages, Adobe Reader, and so on. iCloud Drive would be one of the locations as well, but that does not open Photos. It is for Files and documents.
Is this a new problem for you and is this a new phone for you?
No, it's not showing there. The ohone is not company owned, but it does have an app so that I can receive my work email. I think this may be interfering with the functionality of the Mail app, but it worked normally on my iPhone 5s with the same app from my conpany.

Try this:
Start Photos app.
Select one or more photos, then tap on the share icon (bottom left).
In the next screen tap on E-mail app.
The Mail app does not show as an option. My Yahoo Mail app does, but not the iOS Mail all.
When I click the arrow, the only other options available are "Add Attachment" and "Insert Drawing."
What happens if you tap on Add Attachment?
Tap on Locations.
I suspect the photos will be opened.
