I am trying to attach a picture in the mail app, but the "Add Image or Video" option does not come up on my phone.

They are not. I tried to type "Photos," "Documents," "Books," etc., but nothing comes up in that window.
Yes, it is a new phone, and I was able to attach images with my old iPhone in the mail app.
Unfortunately, that did not help.

I’m not sure if the work app would be interfering, but is the work app an actual mail app? Can you attach a photo using that app?

Yes, I do use Apple Mail and don't have problems with attaching photos.
That Apple article is very good, many iPhone users have benefit from it.

You refer OP to the Apple article, but I've done it before.
According to TS, that article doesn't help.
Can you please let me know what are the other options you get apart from "Insert Photo or Video"
It is an app called Okta Mobile that downloads my work email to the iOS Mail app. I have submitted a ticket with my company's tech support to see if they have encountered the issue before.
I think that’s a good idea at this point.
