I am trying to attach a picture in the mail app, but the "Add Image or Video" option does not come up on my phone.

Try this:
Start Photos app.
Select one or more photos, then tap on the share icon (bottom left).
In the next screen tap on E-mail app.
Yes, it is a new phone, and I was able to attach images with my old iPhone in the mail app.
Unfortunately, that did not help.

This does not work. The "Insert Photo or Video" does not show as an option for me.
I’m not sure if the work app would be interfering, but is the work app an actual mail app? Can you attach a photo using that app?

Yes, I do use Apple Mail and don't have problems with attaching photos.
That Apple article is very good, many iPhone users have benefit from it.

You refer OP to the Apple article, but I've done it before.
According to TS, that article doesn't help.
I think that’s a good idea at this point.
When I click the arrow, the only other options available are "Add Attachment" and "Insert Drawing."
Unable to attach photos to the mail app. I tap and hold in the body of the email, but "Insert Photo or Video" does not come up as an option.
