Can't Upload Items to iCloud.

I Have an iPhone XS along with iCloud and recently I've encountered an issue that has even surprised apple support. Basically what happened was on 3-19-19 I was recording a lot of video on my iPhone, Most of it in 4K60. When I went to upload my photos to iCloud the next day I received a pop-up message saying icloud storage was full along with a note saying (blank) items have not been uploaded to icloud. It seems like a random glitch, because since I've had the issue I've spent most of the day with the message saying it hasn't been uploaded to icloud, then it randomly toggles on. The problem with the message saying "iCloud storage is full" is that is just not the case. I have around 250gb in icloud out of 2TB, so that message didn't make any sense. If anyone has had any similar experiences to this issue and have solved it, please help me resolve the issue. Thank you have a beautiful day.

Update:


One of the files I was trying to upload was a 2HR 4K60 Video. When talking to Apple support they suggested transferring that file to my system then deleting the video to see if it works again. Alas it did, once the video was deleted (60GB File) everything started uploading.
