Q: Why won't stuff STAY removed from the people album?

((Whoof, this album. I wish we were given the option to delete the people, places, and selfies albums right off of the phone. If I wanted those albums, I would've made them myself, y'know? I also sincerely wish there was a way to turn off the automatic scan of your photos for stuff to add to the people album. I mean, I'd put stuff in manually if I wanted it, or the album itself.)) What's truly infuriating is that the heckin' thing will re-add people I remove from the people album on a constant basis. I'm tired of having to ensure it's empty and reset on a constant basis. Is there any way to ensure this muck stays out of the people album p e r m a n e n t l y ?

The only way to ensure that photos (which contain metadata such as people, locations etc) won't populate these albums is to turn off its iCloud syncing otherwise no matter how you delete they will always re-appears since the fetching from Apple's iCloud servers happens in background. To do this: Settings-->Your AppleID-->iCloud-->Photos. Toggle left to turn off one of these options depending on what is enabled: «iCloud Photos», «My Photostream», «Shared Photos», «Upload burst photos».

Caution: turning off one of these options will stop uploading to your other devices and the iCloud site any new photos that you might shoot with your phone camera.
