Activation lock

I bought a refurbished iPhone from Amazon but it came with a Activation lock and I'm trying to find a way to contact the previous owner because the Amazon seller is not replying but I can't seem to find a way to contact the owner to return the phone to it's original owner or make a decision on weather I can pay him or her so if there a way I can contact the owner help me find them I can send the imei number thank you
