how to make the downloaded music on iphone the default playlist

Is there a way to make the default playlist the downloaded music?

Every time I get in the car or put on my motorcycle helmet blue tooth the iphone tries to play my entire library .... most of which is in the cloud. I have to manually select downloaded music and songs every time I start up. so if I stop for gas for example when I start up again it goes back to trying to play the cloud music which isn't always available depending on where I am. I don't want to use my data to stream music while traveling. Thanks for any help with this.
