I have only one payment method and the card has been replaced with new number. I no longer have the card on file therefore I cannot verify old cvv. It won't let me do anything until I verify card on file with old cvv. I went to "manage payments" on both my iPhone and desktop, it didn't get me anywhere.
By 'desktop' do you mean your computer's iTunes ? If you do, and if you've added the new card, see if can remove the old card via https://appleid.apple.com/account/manage
If that also doesn't work contact iTunes Support and see if they can help you do it : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live, and which is therefore the country on the account ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)
