how do I properly eject a time machine backup disk?

There are several ways:
1) Drag the drive's icon to the Trash. With disks, that does not erase them but rather ejects them.
2) Right-click the drive's icon and choose "Eject" from the contextual menu
3) If the drive is in the sidebar of a Finder window, use its "eject" icon:
