Ukrainian sim-card doesn’t work in my iPhone X because of politic on server of activation. How can I unlock my phone

Unlock from sim-card Hello. Please help me. i Buy iphone 8 and then i try to use iphone in Russia. But phone not activated - sim card incorrect (russian sim-card). She tell my that iphone buy without contract. I have all documents. Phone in complete box. What i can do now to use my phone? Thank's a lot for yore answer.
