I upgraded to iOS 13 this morning and everything was going great. This afternoon I upgraded to watchOS 6 and now my watch series 4 44mm does not get notifications now from my iPhone X. I made sure all of the notifications are still turned on for my watch. If I get a text or email I am still able to view it on my watch but I do not get a notification at all on my watch.

I can confirm, that shutting down both devices and booting them afterwards helps. In my case I‘ve first turned off my Apple Watch and than my iPhone. After waiting a few seceonds, I started my devices in the same order (first the phone and then the watch). I don‘t know wether this workaround works only in this particular sequence. Anyway I‘m glad I‘ve got my notifications back on my watch.
Yes this worked for me. I toggled wrist detection, and the rebooted iPhone XS Max and Apple Watch s4 in same order and notifications started flowing again. So far I’ve only tested with WhatsApp and iMessage notifications and it’s Ok.
I also had that problem with my series 4 and iPhone 8. Just turn off both devices (watch first) then turn on both devices (I turned on my phone fully first before I turned on the watch) This worked for me.
Exactly the same issue. Fixed it by rebooting my iPhone XR. Though after it went in Do Not Disturb-mode last night the issue returned and I had to reboot my iPhone XR again. Seems like some notification-service between iPhone and Watch isn’t reinitiated after Do Not Disturb.
Did you try turning off both devices, then turn back on your watch and wait until it's fully on then turn on your phone? That's what worked for me.
Apple is aware of the issue and should have a permanent fix in two days.
Ok update...Talked with Apple today. Got switched over to Sr. Advisor for the Watch. Discussed the lack of notifications on my one particular app which was Ring Doorbell. Phone and watch were not getting alerts from the app. Thought my phone was auto-updating apps but apparently not. So, going to the app store and looking at the app, they had an update 2 days ago. (oddly coinciding with the release of iOS 13.) Installed it and it still did not work. The advisor suggested I delete
the original app and re-install the new one from 2 days ago Restarted the phone and it started giving alerts again! The watch began giving the alerts as well. So, maybe check your apps you are expecting alerts
from and see if they have an updated version.
The following has worked for me twice, so I’m posting for whatever it’s worth. Granted my “fix” only lasted several days, but it’s a lot less painful than unpairing and repairing.
Swipe up on the watch face.
Activate Do Not Disturb and Theater Mode.
Turn ringer off.
Wait a minute or so.
Turn Do Not Disturb and Theater Mode off.
Turn ringer back on.
Power off, then restart.

I had the same issue, iPhone X and Apple Watch 4. Turning both off and on again did the trick.
I had the same problem where I didn’t receive any notifications on my watch. I just restarted both my iPhone and my Apple Watch and now it’s working fine.
Try rebooting both your phone as well as your watch. This solved it for me
Restarting my iPhone 8 Plus (iOS 13) and Series 4 watch (WatchOS 6) solved the problem for me, too..
I restarted both and now I'm getting notifcations on both. Even if my phone is on in my hand, I still get the notification on the watch. Annoying.
