I updated to IOS 13 this morning, and Apple Pay no longer works. When I place my phone over the device in store, it registers it's there and wakes the phone, but doesn't bring up the card and allow a payment to be made. I've removed the card, and re-added it, and it is still happening. Any ideas?

Did you follow what bgeemac suggested earlier in the thread? Go to Settings > Touch ID & Passcode. Scroll down and check that Wallet allows "access when locked". It worked for me. The update to 13 must have turned off this setting.
I'm using iPhone 7, it's touch id. I use Apple Pay all the time, it just isn't working since I updated this morning.

A bit confused by “...my Waller was a blank screen.” Did Wallet open when you put iPhone near a POS (point of sale device) and there was no card showing, or did you open the Wallet manually and found nothing there?
I tried that setting too but no luck. However that setting has nothing to do with the issue as the setting is only for access when the phone is locked. Even when the phone is unlocked, apple pay is not working. Hopefully this gets noticed by Apple and provide a fix. I even tried hard restart and set it up new, but issue still persists.
I have the same issue since my iPhone X got updated with new IOS 13.2.2. Really frustrating. I will try to hold the phone straight and 2 inches away next time to see if it works. For me even the manual selection didn't work at all. It sure seem to be the NFC issue.
Hey Natalie , i am not sure yet on the fix but for sure keep you posted if i find the solution. I have also tried the iOs 13.4 Beta which is the developers version and that too does not solve the problem. I have submitted the feedback to Apple using their Feedback App on the beta version
It does not bring the wallet. Just turns on/off the screen even if I have the checkbox (in Apple Pay settings block) enabled.
That doesn’t bring up Apple Pay on the iPhone 8
Thank you, will try that. I compared those settings to my daughters phone (IOS12), her’s was on while mine was off.
Updates should not make changes like this, existing settings should roll over.

must be a problem with the first device - didn't occur to check with a second device :-)
