The Mickey & Minnie Watch faces do not speak the time after installing Watch OS6.0. Settings indicate “Tap to speak time” is turned on, and the sound on the watch is NOT muted. What actions should I take to resolve this issue, or is this a software problem?

Apple moved the setting to CLOCK. On your Watch go to Settings, then to CLOCK tap on it and turn on "Speak Time" & "Always Speak". In addition check your Control Panel and make sure nothing is muted. I know you said you did it, but it worked for me and some others.
I followed the steps exactly, and still no Mickey/Minnie voice. Neither the unpairing nor the voice over suggestion worked. Nada. So disappointing.
