Cannot add Google Account to MacOS Mojave (MacOS Mojave 10.14.6 with Safari 13.0)

Since updating about a day ago, Mail started asking for authentication. When I selected open in Safari, it would just open an empty page.


I tried re-setting by removing the Google account, but I can't re-add because of the same problem above - System Preferences/Internet Accounts/Google and select the normal dialog box: "Google Requires completing authentication in Safari." I click "Open Safari", it opens but doesn't load a URL, and instead just hangs on an empty page.
