I followed the steps exactly as you wrote them, but still didn't work.

I had the same annoying problem, but was able to fix it relatively painlessly using iTunes as follows:
- Started itunes, connected my iphone 11, and unchecked "sync all my music". This effectively removed all the music from my phone.
- Synced my iphone with itunes.
- Disconnected my phone from itunes
- Removed the Music app, restarted my iphone and reloaded the music app. This loaded only the purchased items (not all the music on my library from my CDs, etc.)
- Reconnected my phone and this time went to 'music' and selected "sync all my music" and synced my iphone with itunes again. This synced my approx 7300 songs completely with all the album art assigned to the correct artists.

This didn’t work for my iphone7 or my Ipad unfortunately.
Not so much for me. Still screwed up. Guess I have to delete a few gigs of albums and reload
this is the same issue I am having. It is only with select artists. I have updated and sync'd a number of times. I guess we have to keep waiting for apple to fix.

After installing 13.1.3 on my iPad mini 4, my playlists artwork on the opening screen is all jumbled. Apple support were not able to fix it to date. Wish I had never downloaded this update.
