I just upgraded to 13.1 and the size of my icons on my iPad got smaller. Is there any way to change this other than using the zoom feature?

That option doesn’t appear on my iPad even though I just updated and the icons are too small.
Incorrect. They were bigger before the update. Has nothing to do with my ipad size. It was fine before the update.
If you updated to iPadOS 13.4 do you not see the following: Settings > Home Screen & Dock > More or Bigger

If you haven't updated your iPad Mini 4 to iOS 13 or higher, than you won't have it. Or perhaps you think you have iPad Mini 4, but you own iPad Mini 3 instead, which cannot go higher than iOS 12.
