Updated to ios13 and now 13.1 but when importing pictures to windows 10 the photos app launches, scans the phone, comes up with how many items there are on the phone and then just sits there.
Tried refreshing the app on windows and also on another win 10 machine but no change.
Also Tried different USB port.

i don’t use iCloud and either way doesn’t resolve the cabled option I’ve been using for years. This is because it’s my work pc and I take pictures to send to customers and suppliers.
this stopped working right after the ios13 update.
i only use photos on the pc to import and have reset and repaired it jic. I’ll dl iTunes and see if that imports as that will tell us if it is photos or iOS 13.
I've had the same problem sine updating. I'm now on 13.2.3. I does occasionally work, can't figure out why but 98 times out of 100 it doesn't. Frustrating.
After hours on the phone to Apple, they basically admitted that ios 13 is not compatible with the windows photo app. The question is whether they are going to fix it, and when???
Worked for me - many thanks! But alas, didnt work for my wife's phone, and she also has an XR running 13.3.1. Will try again another night perhaps
Only difference in settings between my wife's phone and mine was she had smart HDR on. Turned that off and tried again. Still no luck unfortunately. Just gets stuck,

on your iOS device go to
-settings
-photos
-scroll down and choose keep original
-try again
-good luck
After the latest software update, I tried importing via the old Window Photo Gallery app, and it worked!!! give it a crack
I have no problems since going to Settings. Then scroll to Photos then scroll to down to the end To ‘Transfer to Mac or PC’ make sure ‘ Keep originals’ is ticked NOT automatic.
