Fan of New MacBook Pro(i9) makes noise with just 2 % CPU Utilization and no heating problem

I have MacBook Pro 15'' 2019 model with i9 Processor. The issue is whenever I start Vmware Fusion11.0 with Kali Linux and Metasploitable3, its fan starts making too much noise, but during that time CPU utilization in the Activity monitor is not even high, its just around 2%, it doesn't even heat up. The noise is so loud that I have to shut it down so I am not able to work. I bought this Mac this September only.
