Cannot accept iCloud terms and condition on Catalina

I'm running MacOS Catalina on a Mac Mini with numerous users on it. However on one user, mine an administrator it does not process me accepting the new iCloud terms and conditions and keeps on prompting me. Even though I click the box accepting them it just keeps on coming up. I use the same iCloud account on other Macs without issue and some of them are using Catalina too. Any ideas would be helpful.

Adding to Rafael's solution:

For me there were 2 steps required:

  1. Accept T&C's
  2. Go to "internet accounts", selects iCloud, enter password.

Even though I had entered the password several times during the upgrade, I had to do it again at this exact point.

This finally fixed the problem.


In addition, we had two admin users on the Mac, and we both had to login and execute all steps above.


I also logged in and out a couple of times, and rebooted the laptop, but that was before entering the passwords, so I'm not sure that was necessary in hindsight :-)

If you have iCloud family sharing, make certain that each member of the family, especially a parent controlled minor, has accepted the Terms & Conditions as well. Although my kids have their own devices, I had the same problem on my iMac, after upgrading to Catalina yesterday, would annoyingly keep asking to accept the Terms & Conditions. I checked on my iPad and iPhone but it did not correct the problem. I even tried to logout and log back in to iCloud but that annoying exclamation mark remained on the System Preferences at the dock.


Thanks to Rafael Borges answer above, I went to Settings > Internet Accounts > and approved all the iCloud accounts listed on the box and resolved the problem.

There’s not a lot of chatter about this, primarily because it only affects a few few iPhone/iPad users who happen to have and use more than one Apple ID on their device. This is you, so here’s how to fix this:


  1. Tap Settings > Internet Accounts, and then tap on the first iCloud account. If an approval is pending, you should see the Terms and Conditions popup.
  2. Scroll to the bottom and tap the Accept link.
  3. Repeat steps 1 & 2 for any other iCloud accounts you have showing in the list of accounts.

I was stumped, I have 4 computers running and updated, The only one with no issues is the one APPLE thinks is no longer useable. I signed out on 2 other computers and restarted this computers and they worked, but then my main iMac was not working for S**T, so I started looking and accepting the cloud conditions on both of my iCloud accounts worked like a champ, to get rid of the terms and conditions. and once that's done, I could get the iCloud main account to accept in to the computer. STRANGE, all computers are the same with accounts on them, and they all work the same, but the one I use most, caused the most problems.

So...I've tried to accept the t&c again & again this morning...it still won't let me. I have managed to take a photo of the message that very briefly pops up when I try to accept the T&C. It says

"Server Error. iCloud could not be activated due to a server error. Please try again."

So if this is the problem - it's not to do with having another account? Which I haven't got?! (as far as I know - any historic accounts I deleted years ago??) For me the duplicate account thing might be a red herring??

Maybe the Apple server is inundated & better to try again in a few days?! :(

Has anyone else got this problem? I'll update again if I have any joy!!!!!
