I'm running MacOS Catalina on a Mac Mini with numerous users on it. However on one user, mine an administrator it does not process me accepting the new iCloud terms and conditions and keeps on prompting me. Even though I click the box accepting them it just keeps on coming up. I use the same iCloud account on other Macs without issue and some of them are using Catalina too. Any ideas would be helpful.

For me there were 2 steps required:
Even though I had entered the password several times during the upgrade, I had to do it again at this exact point.
This finally fixed the problem.
In addition, we had two admin users on the Mac, and we both had to login and execute all steps above.
I also logged in and out a couple of times, and rebooted the laptop, but that was before entering the passwords, so I'm not sure that was necessary in hindsight :-)

Experiencing the same thing. One iCloud account, none of the stated solutions work - (internet accounts, mail contact calendar...)
This fix isn't working for me.
I spoke with apple representative. Installed mac os Catalina again. it took one hour.
Problem still there...

Same here, this started happening to me on the last beta build and is still happening on the latest one too. I was also getting the error too and tried to get a screen recording of it but couldn't replicate it during the screen record. The notification window just bugs the **** outta me.
I just spent almost an hour on the phone to apple support. Very impressed. Not sure what happened - we tried logging in with a test id etc... in the end it worked. There does seem to be an issue that is gradually coming through to apple support. The support guy said they'd only had 4 phone calls about this particular issue so far but early days...so if anyone wants to spend an hour on the phone with apple - then do it - its free & they are very helpful. Otherwise a bug fix might happen at some point! But for me it worked - phew! Now I can have a life again!
I had the same problem and the solution didn't work for me until I clicked on Settings > Internet Accounts and discovered the other iCloud account that was logged in.
