Why can’t my iPad Pro Mail app open a pdf since ios13 and its updates but my iPhone 8 can on iOS 13 and its updates. ????
is Apple going to fix it?? Or am I missing a setting

I got it fixed and hope this will help. I had the same issue after upgrading to iOS 13. Waiting and upgraded to iOS 13.1, 13.1.1, 13.1.2 could not help fix the problem at all. The pdf won’t open not just in Mail App but in WhatsApp and Line app. I usually use GoodNotes when working with PDF files but could not find the icon in the pop up menu, so I tried to work around by selecting other apps, such as Notability, Turbo Viewer, Acrobat, etc to open the file. I finally found GoodNotes and here is how it was fixed;
From the pop up menu select More to go to selecting App to work with, then tap Edit. Now I found Copy to GoodNotes, then tap + and Done. Go back to the PDF file, tap to open it. Select Copy to GoodNotes from the pop up menu and finish copying and viewing in GoodNotes. Now go back to Mail App and tap the PDF file again, unlike before, this time I found Quick Look, and Markup and Reply in the pop up menu. Select Quick Look and everything was fixed in every App that had the same problem open up PDF file.
I just had the same problem again yesterday after upgrading to iOS 13.2. I did the same thing and it worked for me again. I do not know if this will work with other iPhone or iPad.
removing the Alibaba app solved this for me
Mine is doing the same since updating to iOS 13.1.2 last night.
i know of other people with same issue.
I removed the ababa ap from my phone and now I can open pdf again
It did work ; just a reset after deleting alibaba.apps

Big mess up by apple new update. I can not open pdf files from iCloud Mail etc as I used to. Moreover when trying to import them to apps like Notify now it says that the app does not support such files.

I tried what you said but the AdobeAcrobat app did not show when I selected “More” This is so weird because it always showed before I upgraded to iOS 13. I love iOS 13 but I really want this pdf problem fixed. Thanks.
we use smoobu as vacation home administration system. wenn we send an invoice to our guests, they are not able to open this pdf-attachement on there iphone or ipad. the guests with windows computers are able to open the document.
does apple work on this problem?
my Iphone 8 plus is the same, cannot open any pdfs since the update to 13.1.2. Just one of many issues I have had with this joke of an update.
Also happened to me and as I work with accounts almost every single email has a PDF! It’s causing me huge issues
Neither on iPhone X or iPad Pro can open pdf’s from mail or iCloud.
Is this going to be fixed apple?

This is not a known problem. With a new operating system bugs can appear without Apple's knowledge. I ask that you please submit a bug report so Apple can address them in future updates.
