Mail app can’t open pdf Since ios13
Why can’t my iPad Pro Mail app open a pdf since ios13 and its updates but my iPhone 8 can on iOS 13 and its updates. ????
is Apple going to fix it?? Or am I missing a setting

I got it fixed and hope this will help. I had the same issue after upgrading to iOS 13. Waiting and upgraded to iOS 13.1, 13.1.1, 13.1.2 could not help fix the problem at all. The pdf won’t open not just in Mail App but in WhatsApp and Line app. I usually use GoodNotes when working with PDF files but could not find the icon in the pop up menu, so I tried to work around by selecting other apps, such as Notability, Turbo Viewer, Acrobat, etc to open the file. I finally found GoodNotes and here is how it was fixed;
From the pop up menu select More to go to selecting App to work with, then tap Edit. Now I found Copy to GoodNotes, then tap + and Done. Go back to the PDF file, tap to open it. Select Copy to GoodNotes from the pop up menu and finish copying and viewing in GoodNotes. Now go back to Mail App and tap the PDF file again, unlike before, this time I found Quick Look, and Markup and Reply in the pop up menu. Select Quick Look and everything was fixed in every App that had the same problem open up PDF file.
I just had the same problem again yesterday after upgrading to iOS 13.2. I did the same thing and it worked for me again. I do not know if this will work with other iPhone or iPad.

If you have any VIRTUALSPEECH app, delete the app. It crashes PDF files on iOS13.
If any other app are doing that, the only way to find is to send yourself a pdf attached to an e-mail, and open the e-mail in the iOS device that is not working.
When you see the attachment, some strange logo/brand will be on the PDF file ICON instead of a PDF letters or a Acrobat logo.
Find which installed app does have that logo. Delete the app, because probably some bug are messing PDF files on the new iOS.

I had to uninstall all apps related with djvu files. After that everything worked (including the pdf viewer)
I uninstalled VLC Player and OPlayer, and work again
For me was the problem Alibaba app. Uninstalled and it works.
For me it was the WinZip app that was causing the issue. Soon as I deleted it, the pdf files opened again.
new iPhone 11 on iOS13 and mail app can’t open PDF. The file type is associated with a different app. Initially it was trying to use my Cisco Jabber app to open pdf. Since that didn’t work I couldn’t access the files. I deleted the jabber app and it associates with a different app but was able to open the file in quicklook. Anyone else find a workaround other than removing apps that I use?
I had to download adobe again. after this was installed, it has worked.
finally 13.2 fixed this for me.
surprisingly same thing happened to me!!! got rid of Alibaba & it's working!!lol
Seems iOS update deleted Adobe. Re-downloaded and good to go!
For some users, it seems to be related to the Alibaba app. For me, everything went back to normal after deleting WinZinp from my iPhone.
Just updated to 13.1.3 and magically I can open PDFs again!
I had the problem recently on my iPhone 8. I deleted the Alibaba app on my phone, powered down and back up and the problem went away.
Some Apps are hidden and need to add it back in. Tap “Edit” to see more apps, that’s how I found my GoodNotes app. But it doesn’t guarantee that you will get it fixed cause for me trying to open pdf with other apps did not help either, only GoodNotes for me bring back the Quick View.
