My apple watch 4 voice memos are not syncing with my iphone xs max and vice versa. Yes, settings:icloud:voice memos is on. Also, I cannot locate voice memos in icloud (web version). Shouldn't voice memos be syncing in all 3 places? All software is current on iphone and apple watch 4. Any help appreciated. Thank you.

Hi, I haven't performed the reset yet. I am waiting for an opportune time.
I had to factory reset my iPhone 7 and my MacBook Pro. Doing a reset and restore for my phone did not resolve the issue. I had to reset the phone and load the apps by hand. Luckily all data is saved to iCloud.
This fixed it for me on my iPhone and iPad:
That's it! Now the voice memos from my Apple Watch are finally syncing properly to all devices.
