Since installing iOS 13.1.2, I do not message notifications on either my iPhone Xr or my watch. Receives are received, but no notifications. I’ve changed settings on both watch and phone, but still no notifications. Is this a known bug? Fix on the way?

Well, it worked for 1 message, then stopped giving me any audio notification for the next one!
Of course they knew. They have known for months! Why Apple is not addresses this issue is beyond me. They could at least put out a statement of some form.
Maybe UK Trading Standards would be interested to know Apple are selling essentially faulty goods.
i had the same problem. try with dfu mode.that should help.
I have IPhone 7 and also have same problem last week and I fixed it.
I dont know how to relation with facetime. But I opened the facetime namely clicked yes. Notifications start to come.
That’s the standard issue, “It’s a network problem.” If that’s the case, why does it affect IPhones on EVERY NETWORK?? They need to figure this out & fix it!!!

Fair point. Go back a page and see kat-flo's solution. I just implemented and it worked for me. Time will tell if it sticks.
Did you ever resolve your issue ? I’m having the same. Ring doorbell my alarm and house cameras give me notifications when they feel like it
Is it just me or the problem was solved with the latest update (13.3.1)?
Seems to be solved with current update.
Check your blocked caller list. I lost communication from one person and that was it. I accidentally added a person to my blocked caller list. Removed the number and was back in business.
I do not have an Apple watch, but had intermittent notification problems. Turning off Bluetooth fixed the problem.
