iMovie 10.1.13 upgraded uninstalled 2x. Start to edit movie, then tools break into colored blocks on screen and not responsive.
Yes, the only solution that appears to work (as described in several replies above):
Go to System Preferences->Accessibility->Display and turn off both reduce transparency and increase contrast.
Crazy that Apple does not have this tip in their support site for resolving iMovie issues.
Hopefully, you have TIME MACHINE running?

Try restoring your iMovie library from your Time Machine backup to a date just before you did the update. You will lose whatever work you had done following the update.

In my case I did not have either one of those options checked (they were both turned off) and I still had terrible graphics issues with iMovie 10.1.13. Downgrading to 10.1.12 made the issues go away.
