Over the past few versions of Mac OS you could fix this error by installing the Java Legacy app, however with Catalina this does not work. Now you get a message that a newer version exists and this version can't be installed.
The result is the annoying POP up keeps reappearing.

I had the same popup reappear after installing Catalina. The fix, for me was rather simple, and quite stupid. After downloading the Java pkg I clicked on the installer and got the same security alert that others did. I then went to the window and right clicked on the pkg and selected Open. This allowed the pkg to install normally.

I am able to workaround this problem. I have downloaded "jdk-13_osx-x64_bin.dmg" from Java site & installed it. Now I am not facing this issue. Irritating POPUP is gone.
So in the end, it did not work me. But what did is deleting some very old software —Adobe CS3–that was calling for Java.
After doing that I no longer get the annoying pop-up

Get rid of the App that can't function without the Apple version of Java.
You want to bring up "open". Don't just click on the app. Once you do that than clicking on "open" will open the app.
I use a touchpad, so I bring the cursor over tha package and use my two light finger approach to being up the window with "open"

Although I had no idea what app would be using the command line tool, your suggestion lead to more searching.
I stumbled upon this link https://superuser.com/questions/1048562/which-application-is-triggering-a-to-use-the-java-command-line-tool-you-need and luckily for me the example given here was exactly the same as my machine.
After applying this, so far I have not had any further Pop Ups of the Java error message.
Guys...you're not reading the instructions clearly from those here who've gotten this to work.
Rather than double-clicking on the .dmg file, RIGHT CLICK on it. Then, click "open". Then, click "open" again. Done.

Must be a setting I don't know about on my Mac. Will have to play around with it unless someone can save me some pain :)

After successfully downloading the Oracle package I get an "JDK 13.0.1.pkg can't be opened because Apple cannot check it for malicious software" error message.
