Problems with purchasing in a game

Hello my name is Kellie Connolly & I just recently bought a $15 iTunes card for my games & I was successful with buying one thing & my amount was $10.24 left & when I went to buy another item it said my purchase could not be completed. Im confused on why. Hope someone will help me figure this out.

Maybe it's not enough to cover the app cost + tax?
Some In-App purchase needs a valid credit card.
