Can't delete apps on ipad running 13.2

When I press and hold the icon, they don't vibrate and no "X" appears. I do get a box asking about deleting the app, but i can't delete several a one time.

Has something changed?

Tap on an app, then select the edit home screen option, then you will get the ‘X’ on the apps.
