Harmony One Remote unable to control Apple TV 4 with tvOS 13.2

I am posting this here in hopes that someone else has experienced this issue with the Apple TV 4 (tvOS 13.2).  My Harmony One IR remote worked flawlessly until I programed it for a new 2019 Samsung Smart TV.  The Harmony turns ON and OFF properly and displays the Apple TV home screen. When ON the Home screen is displayed but is frozen and none of the Harmony buttons work. I found that when I select Devices on the Harmony Remote and then press the Home button the Harmony buttons become active. The Menu button switches the TV to the Samsung Smart HUB. When I attempted to add a command directly to the Harmony from the Apple remote the Harmony didn't accept it. I don't know why? 

My setup has the Apple TV 4, Yamaha receiver, a 2019 Samsung 40 inch Smart TV and Harmony One IR remote. I have tried everything I can think of without success. Any suggestions would be appreciated.
