Data Connectivity

I have an iPhone 6S+ that will properly connect to wi-fi networks in settings, shows full signal and 4G on the network but has no data connectivity in any app or safari. An identical iPhone right next to it will connect to the same wi-fi and when I exchange the SIM card will also have full 4G data connection. I have tried resetting the phone and also doing a network reset but nothing works ... Bluetooth is still working as I could airdrop the screen shot.
