Just downloaded the new Catalina 10.15.2 and now I am not able to get to my bill pay at my bank.
I have reviewed the setting in preferences. privacy and everything is unchecked. Did something change in this new release?

Unfortunately No. For this one bank I am using firefox. all other banks I can use Safari.

I use private browsing in both safari and Firefox. Actually that’s all I use. Have it setup as my default

Well it does seem to be a common problem. Glad you worked with Apple Support maybe it will get fixed now.
Yes this works. I had to update preferences with this version it did show cross site tracking was on. Thanks!
Did you check the Applications folder for the Safari Technology Preview application? You can also use another browser like Firefox.
Same problem with Panopto in our campus LMS. Our Apple rep is on campus next week, so I will bug her about this.
This was fixed for me in Safari 13.0.5
Block cookies is off but being limited by bank
