Just downloaded the new Catalina 10.15.2 and now I am not able to get to my bill pay at my bank.
I have reviewed the setting in preferences. privacy and everything is unchecked. Did something change in this new release?

The same thing happened to me. I can not use the Bill Payment feature on my online banking. All preferences are unchecked, and it will still not load.
The same issue as macOS 10.15.0 ?
In maxOS 10.15.1, it was fixed.

I use private browsing in both safari and Firefox. Actually that’s all I use. Have it setup as my default

Well it does seem to be a common problem. Glad you worked with Apple Support maybe it will get fixed now.
Same problem with Panopto in our campus LMS. Our Apple rep is on campus next week, so I will bug her about this.
This is the version I have.
Safari > Preferences > Privacy > Website tracking
Uncheck the box beside "Prevent cross-site tracking" and "Block all cookies"
Visit the Bank website.
Safari > Preferences > Websites >Pop-up Windows
Choose allow from the box opposite the bank websites name.
Yes this works. I had to update preferences with this version it did show cross site tracking was on. Thanks!
