I have a number of class lectures and the like recorded in mp4 format, call them "home videos" if you like. I used to study from them on the bus using the Video app. I loaded them with the video category on iTunes which has disappeared. Now the replacement "apple tv" has no mention of home videos. How do I access them?

I have exactly the same problem and have scoured the internet over and over and over, but still haven‘t found a solution. I‘ve tried all the typical things one would do.
I’ve tried deleting and re-installing the TV App, syncing iMac and iPad again and again, signing in and out of iCloud, ....
Nothing. All my Home Videos are gone on my iPad. They show up on my iPhone though.
It‘s so frustrating.
I really hope someone here will be able to give us a solution.
I reinstalled iTunes on my pc (Win 10). The "Movies" category, and under that, the "Home Videos" category magically reappeared. I "File/Add File to Library" some kids movies I'd Handbraked. I connected my iPhone and selected sync movies, "Aladdin". The movie then shows up on the "Apple TV" app. See the two PC and one iPhone screen shots.
Probably not. I still have the videos on my PC, but there's not even a category for them under iTunes Media files any more. I think they disappeared with ios 12. I was hoping they'd come back with ios 13 but they didn't.
In the meantime, I found a really nice app that solves the problem, Playerxtreme Media Player. You "share" your videos with the app using iTunes, similar to pdfs with Acrobat Reader. There's a free version but the paid version for a couple bucks gets rid of ads.

janfromwilliamson, stupid question but how did you re-install iTunes? Are we still talking about the iPad?
How am I supposed to re-install iTunes, when there is no iTunes anymore, just iTunesU and the iTunes Store?
I am so confused :( I‘m usually not this stupid...
Also, in the TV App on my iPhone my Home Videos do show up.

You can access these under the Library pane within the TV application.
Thanks, but not there. Here's a screen shot of the tv app - no videos any more. They're gone in iTunes also.

This is very strange. Do you have a backup of your iPad or computer running iTunes prior to you loosing your videos?
You try sync your PC with iPad see what happens, if videos come back?
No. Tried that many times. Also tried "add file" to get video into iTunes - nothing happens. The video category is no longer there.
On the old version of the TV App, you had to tap the actual name Library.
