Restoring custom Ringtones after "upgrading" to Catalina

I have several .m4r ringtones that I've used for years. When I "upgraded" to the newest iOS and OS X (Catalina), they've disappeared off my phone. Since I don't have iTunes anymore, I don't know how to add them back to my phone. Every tutorial I can find always uses iTunes (or synching with Finder but that doesn't seem to work either). Does anyone know how I can add these back to my phone? Some of them are clips from conversations I've recorded with friends and are irreplaceable. I don't want to lose them.

See Create and manage ringtones in iTunes - Apple Community. You should be able to drag the .m4r files to the device where it appears in the Finder sidebar. In some cases you may need to clear out existing custom tones on the device before you can add new ones.
