Not able to send messages to android phones

Whenever I try to send messages to android users the messages will not send. I have to try several times and sometime several hours before the message will send. I have my cellular data turned on as well as wi-fi. I also have send as SMS active. This just started in November and it's very annoying when you're trying to send a message to people.
