Most of my Apps example Email, Weather, News, Maps, Contacts, Calculator show this message 'Unable to Install' when I try to open the App. Certain Apps are working, such as Amazon, Bank of America, Games etc.

Go back to the store.
Tell them your phone is not working correctly.
Apple does not replace logic boards.
They would have given you a replacement device.
Regardless, if your phone is not working correctly go back the store.

I bought a new Apple Watch and have been unable to pair it with my phone due to the Watch App being 'Unable to Install'. I've spoken to Apple and its an issue their engineers are working through.
I did a reset on my phone to try fix the issue and now all of my Apple Apps are having the same issue.

Of course. Likely, the OP paid some 3rd party service company. They messed up.
The Apple Store did the repair.
They said to me they replaced pretty much everything except the casing! I was not getting service with my phone.

Apple doesn't replace logic boards. If you paid someone to replace parts on your iPhone, you need to deal with them. We can't help with a repair which clearly went wrong. And if it was anyone other than Apple who opened your iPhone and replaced parts, Apple won't touch your phone at all.
Add to that Apple does not sell parts.
That's why I asked who did it.
