The previous owner of the IPhone did not untie his Apple ID. I have no connection with him. I'd like you to untie the device.

Nobody on these boards can, and nobody at Apple will; the activation lock is an anti-theft measure. If you bought it through a site or store, ask the people running it for a refund.
