Saving documents on the hard drive... not iCloud

I found this trail of posting and it's addressing questions that have been confusing me. I have been wondering WHY files kept showing up on icloud instead of my hard drive!? Trying to follow the directions in this thread but have a new current problem. Just in the last week I upgraded from Sierra. Now when I go to System Preferences to look for ICLOUD preferences I am NOT SEEING THAT OPTION! Have attached a screen shot of my System Preference Options.

Appreciate any help.

You have signed in with Apple ID and password within system preferences > icloud , see the article https://support.apple.com/en-in/guide/mac-help/mchla99dc8da/10.15/mac/10.15

And set up iCloud Drive https://support.apple.com/en-in/HT204025

And desktops and documents box is turned as on https://support.apple.com/en-in/guide/mac-help/mchle5a61431/10.14/mac/10.14

So when you open system preferences in Mac OS catalina 10.15.2 , click on Apple ID icon the iCloud preferences will open , if you are comparing with previous version the display of it is changed but the same concept is used to sign in with iCloud account .

The files are stored in iCloud Drive and not in Macintosh HD of Mac .
