Restoring new phone from a backup of a different phone

I recently upgraded to a new phone. While the setup for the phone does have some advanced abilities to transfer from my old to new, I couldn't restore from a backup from my SE. The error message said that my phone was locked, and I needed to enter the code. When I started the backup, it was not locked, and my passcode was not requested. Instead, when my phone began backing up, the screen locked itself and had on the screen "restore in progress," which I assume is a safety feature to properly process the restoration. I go through the restore, my phone restarts, and then I get the error I mentioned above. I would like to avoid a factory reset and redo the setup if at all possible. I have also tried uninstalling and reinstalling itunes, restarting my computer, restarting my iphone, and nothing helps. There are no other issues with connecting to itunes, and I can make a backup from the new phone without a hitch.

What model was the previous iPhone and what iOS version did it have?

You cannot 'downgrade' the backup to an iOS version previous to that from which it was made. I've purchased iPhones that probably came from the back shelf of the rearmost warehouse and were way out of version, compared to what I had that was current. If that is the case, set the phone as new, have it update itself to the latest iOS, then try to Restore from the backup.

I have an iphone SE, and it was up to date on the latest IOS (13.3.1). The setup for the phone 8 had me update the IOS as part of the setup. I was still deciding whether or not I wanted to keep the new phone or stay with what I had, so I didn't activate the phone with my carrier until a day or so ago. Thus, there were some things I'd like to update via backup because it is the easiest way to do so.
