Can't change the App wireless data setting which automatically switches to off

I have encountered this problem several times. When a new app is installed and opened for the first time, it asks whether it's allowed to use the "WLAN & cellular data" which I selected allow. But it automatically switch back to off. Then I went to "Settings->Cellular" or find the App settings, trying to change the "wireless data" option to "WLAN & Cellular Data" manually. However, after leaving Settings, the system will automatically switch to "off" whenever I open the App again. I have tried reset the settings, deleting and redownloading the app (which sometimes works), restarting the iphone, but for some app, this problem persist. It is very frustrating.

Is this your corporate iPhone? Do you have any profile installed by your corporate / organisation / enterprise / School Management then please contact the system administrator of your corporate / organisation / enterprise / School Management


If you have installed it on your own --> Install or remove configuration profiles on iPhone - Apple ...


Contact your Carrier (Cellular Service Provider) The agency who issued the SIM to you if they have installed anything through their carrier settings --> Update your carrier settings on your iPhone or iPad - Apple Support


Try --> Check the cellular data usage on your iPhone and iPad ...

Thanks for the help.

This is my private phone and I haven't installed any configuration profiles or that I know of. This problem only persist with this one app (Epocrates). The other apps on my iphone are working fine now with cellular data or wlan. Also, I tried installing this app on another device (ipad pro 10.5) using the same wifi and it has no problem connecting. So, I'm not sure what the problem is.
