my neighbor connects to my iPhone 5E to steal or get internet from my devices! how do i stop it or what should I do? I don't know what to do to connect to my cell ..! it is a nuisance, the cell phone gets very slow and extremely hot! help apple !!

How do you know that your Neighbor connects to your iPhone SE? If you suspect that the person is connecting to your iPhone to get internet access (that's what I got from your post) then the person is connecting to your HotSpot. Open Settings ➔ Personal Hotspot ➔ Turn Allow Others to Join to OFF and Change the WiFi password below that option.

No. Your phone cannot be hacked remotely unless you were foolish enough to jailbreak it. Not even through family sharing. Other members that are part of your family group can track the location of your phone, but that is all the can see on it.
