Can't mute media volume

I recently switched from android to iOS. On my android phone, I could control the alarm and media volume. On my iPhone, when I try to mute the media volume it will go all the way down to the lowest setting but it won't completely mute. I can mute the ringer volume in the control center, but I can't mute the media volume using the buttons. I do not have the setting enabled that combines your ringer and media volumes either. I included a screen recording of me trying to mute the media volume.
