I am seeing the same thing on two different iPhones. I have Background App Refresh disabled, and I'm seeing 100% usage for all hours, including while I'm asleep. The fact that I'm seeing the drain on two phones points to a problem in 13.5. I never had this problem before. I'm thinking maybe apps aren't being suspended properly by the OS.
I've since toggled Background App Refresh on and back off and restarted my phones. Things seem to have improved, as I'm currently not seeing 100% usage, but I'll continue to monitor.

This appears to be fixed in iOS 13.6 beta 3.
Same issue here on a newish iPad. Drains soooo fast since update. Have followed all advice. Nothing has helped.
I noticed the same issue on my iPhone XR.
Super ticked off. iPhone 6s Plus and upgrade is messing with everything. Battery drains, Apple news won’t load (hello google news) and contacts hangs. Am sure I will find other problems. Wtf?
I'm still struggling on 13.6. Seems that the native music app draining battery in the background despite not being active?

In xcode version 11.5 my app the energy impact shows sometimes extremely high.
Same problem here and also my phone is very hot when I am using him for a short of time.
