Cursor/UI/Tooltips Bugged

I'm on OS 10.15 Catalina, but this bug has been around since Mohave. Normally when you mouse over certain things, the cursor should change contextually, and sometimes the UI of the window will change as well to give you feedback that you're over it, right? Like when you hover over the "Close Window" button, it goes from red to red with a black "X" in it, or if you hover over the edge of a window it changes to the <-> "resize" arrows.

For some reason, the UI does not update, or does only once and not again, until the mouse is clicked. This includes navigating drop-down menus, contextual cursors, art program cursor updating, and tooltips. All apps, windows, the Dock, and webpages, no exceptions.

It is not crippling my ability to use things, but it is making everything rather fiddly and unintuitive.

EDIT: I tested the bug with Safe Mode to see if another app was causing it, the bug still happens consistently. It is not being caused by another app.

Boot into Safe Mode (How to use safe mode on your Mac - Apple Support) by booting with the Shift key held down and check there to see if the problem persists.  Reboot normally and test again.

NOTE: Safe Mode boot can take up to 10 minutes as it's doing some system cache cleaning, volume verifying and directory repairing.

Have you ever run any "cleaning", "optimizing", "speed-up" or anti-virus apps on your Mac? If so ddownload and run Etrecheck. Etrecheck is a diagnostic tool that was developed by one of the most respected users here in the ASC and recommended by Apple Support  to provide a snapshot of the system and help identify the more obvious culprits that can adversely affect a Mac's performance.

Copy the report

and use the Add Text button to include the report in your reply. How to use the Add Text Feature When Posting Large Amounts of Text, i.e. an Etrecheck Report

IMPORTANT:

Before running Etrecheck assign Full Disk Access to Etrecheck in the Etrecheck's Privacy preference pane so that it can get additional information from the Console and log files for the report:

Then we can examine the report and see if we can determine what might be causing the problem.

You've installed some unnecessary and potentially damaging (to system performance) software: Sophos anti-virus and Intego Virus Barrier. Uninstall both according to the developer's instructions. Do a Google search to get those instructions.

Your Google Chrome browser has been hanging frequently. You might want to consider changing to Safari or Firefox, both of which are more secure than Chrome.

MadCatzSmartTechnology has crashed several times also Make sure you've got the latest version installed and that it's compatible with your system version.

Same goes for VLC.

PenTabletDriver has crashed multiple times (17). Again make sure you have the most current version and that it's compatible with your system.

In the Clean Up section remove the files listed there:

Clean up:
/Library/LaunchDaemons/com.intego.VirusBarrier.scanner.daemon.plist
/Library/Intego/virusbarrier.bundle/Contents/Resources/virusbarriers
Executable not found
~/Library/LaunchAgents/com.skype.skype.shareagent.plist

Boot into Safe Mode (How to use safe mode on your Mac - Apple Support) by booting with the Shift key held down and download and run Find Any File to search for any files with the application's name  and the developer's name in the file name.  For example for Sophos software you'd do the following search:

1 - Name contains sophos

For Integro search for

Name contains integer

Any files that are found should be able to be dragged from the search results window to the Desktop or Trash bin in the Dock for deletion.

FAF can search areas that Spotlight can't like invisible folders, system folders and packages.

This is very helpful, I know there were some things that didn't need to be there but not that it was this bad. My dad set up my computer to what he thought was optimal back in 2014, and there is an incredible amount of useless or outdated things in here.

  • The antivirus software is, as far as I can tell, unremovable by conventional means. The developers say to use the included uninstaller, but they don't show in the locations and don't appear when searching. There is a uninstaller for "Sophos Home" (which I didn't ever even get), but it asks for an anti-tamper code that I never set up and don't know how to find. I find this very concerning and would like to secure my system.
  • MadCatzSmartTechnology is up to date, just old. The company that makes the mouse doesn't exist anymore but the hardware appears to work fine with standard mac mouse drivers. Probably something that just needs to be removed.
  • I think VLC is one of my dads old video programs, it can probably go.
  • PenTablet Driver is annoying as I need it for work, but it's a 9-year-old Wacom tablet and Wacom tends not to care about supporting old hardware as much. It's running the most recent version, it's just not up to date.

All of this is good and all, but the fact remains that my UI is as bugged as ever and seems to be rapidly getting worse. Mischief (my art program) now will not even launch, Discord (which I also need for work) is unusable with graphical errors, I have migrated my default browser to Safari (chrome simply freezes the entire computer for 2-3 minutes before crashing) but even now I see bugged UI elements and font glitches. A solution still evades me. Is there a catch-all way to mass-remove outdated applications and reset everything to standard (pre-dad-messing-with-it) setting, while preserving my files and key applications? I'm not far away from simply choosing a nuclear option and migrating my art and business applications over to my gaming PC, I just prefer my Mac layout.
